There are several ways to become a werewolf in ESO, one that also involves spending real-life money. To become a werewolf, you have to get inflicted with Lycanthropy.
There are two ways to get Lycanthropy in ESO. First, by getting bitten by other enemy werewolves. These aren't your regular werewolves but special ones. You can find them prowling in the zones Reaper's March, Bangkorai, and The Reach. Make sure you're exploring these places at night during the full moon (you know the drill.)
Once you're infected, go to any nearby shrines, and the quest "Hiricine's Gift" should start. Complete this quest to unlock the Werewolf skill line.
Second, you can ask a friend or another random player Werewolf to bite your character and gain Lycanthropy. However, keep in mind that you can only get infected if the player character has unlocked the Bloodmoon ability.
To unlock the Bloodmoon ability, one must reach level 6 in the Werewolf skill line. Furthermore, you can only get infected if you're bitten next to a Werewolf shrine. You can find these in Reaper's March, Bangkorai, and The Reach. Once you're bitten and infected, go to any shrine, and the quest "Hiricine's Gift" should start.
