While you're in the middle layers of the Mines - levels 41-79, to be exact - you'll find tons of Dust Sprites, which you can kill to get lots of Coal. They have a 50% Coal drop rate, so your chance of getting Coal this way is very high.
Panning
A commonly overlooked method for finding Coal is by using a pan on the river, lake or ponds. You have a 50% chance of getting Coal each time you use the pan, which is a relatively high drop rate compared to some other methods. You can also get some other great resources by panning, so even if you don't end up with Coal, it's worth using the Copper Pan and giving it a try.
