Take Riding Lessons
You can take Riding Lessons from one of the many Stable Masters in Tamriel. It's the cheapest and simplest method to increase the mount speed up to 60. Simply walk up to a Stable Master, and you will get the option to increase the riding speed of your mount by 1 for a small number of coins. The only drawback to this method is that it's time-gated, so you have to come back every day to increase the speed by 1.
Purchase Crown Lessons
You can also take Crown Lessons to improve the mount's riding speed quickly. As you may expect, this method costs real money, and you can increase the riding speed by 10 ( up to 60) for 1,000 Crowns. For 60 Riding Speed, you will need 6,000 Crowns, which is roughly equivalent to $60 or £60.
Invest in the Assault Skill Line
The Assault Line offers a passive called "Continous Attack," which can increase your mount speed by 30%. To unlock the Assault Line, travel to Cyrodiil and rank up the Alliance War. You can earn sufficient Alliance Points to unlock the "Continous Attack" passive by simply completing the tutorial mission in Cyrodiil.
Unlock the Gifted Rider in Constellation
This could take a bit of time, especially if you haven't yet reached level 50 and unlocked the Constellation. Once you do, invest in the Gifted Rider star in the Craft Constellation to increase the mount speed up to 10%.
