You can acquire Rockets through Device Dispensers scattered all over the map. However, not every one of these can produce Rockets. Zonai Rockets are a rare resource, and the only sure-shot way to get them is via Device Dispensers on Sky Islands. For instance, you can get them via the Device Dispenser at the Jinodok Shrine Sky Island. Its map coordinates are -1221,-1583, 1007. Occasionally, you might also find Rockets in chests and floating platforms.
Back on the land, look for the Device Dispenser at Lake Akkala in Torin Wetland. Its map coordinates are 3796, 1559, 0090.
