Dig Up Artifact Spots
The first method to getting Snow Yams is to dig up Artifact Spots. You'll need to use the Hoe to till the ground when you find an Artifact Spot. Artifact Spots have a high chance of dropping Snow Yams, so this is a fairly reliable way of finding them. This is similar to other materials like Clay.
Till Dirt Anywhere (Other Than Your Farm)
You can also try tilling dirt - as long as it isn't on your own farm - for a chance to find a Snow Yam. You have a 4% chance of finding a Snow Yam when tilling any tillable dirt outside of your farm.
Grow Snow Yams From Seeds
The only way to get Snow Yams on your own farm without foraging them by tilling dirt or digging up Artifact Spots is to grow them from seed. To do this, you'll need to get some Winter Seeds. Winter Seeds can grow any of the four winter forageable items, so you won't necessarily get Snow Yams on your first try, but it's still more reliable than tilling the dirt.
