The Red9 handgun in the Resident Evil 4 remake is kept inside a chest in an old boat in the middle of the lake. If you buy the treasure map from the merchant that highlights all the hidden treasures in the village region, the boat's location will be marked on your map. 

Make sure to grab this weapon before reaching the castle in chapter 7, as you won't be able to go to this location after this. As mentioned previously, the Red9 is the most powerful handgun in Resident Evil 4. However, it has a very high recoil. If you prefer something with less power and less recoil rate, the Punisher is better suited to you. 

Strangely enough, Luis Sera, the enigmatic researcher you encounter multiple times throughout the story, also wields this elegant sidearm. Later in the game, you can purchase the Red9 stock from the merchant to increase the weapon's accuracy and make it more useful.
