The Elder Scrolls Online (ESO) features numerous new quests and adventures in the Necrom chapter. The expansion's story has players traversing across two main locations: the Telvanni Peninsula and the Daedric realm of Apocrypha. Along the way, players will find themselves assisting the Daedric Prince of Knowledge, Hermaeus Mora, hunting dangerous enemies and uncovering exciting new item sets.
Part of what keeps the world of Tamriel (and beyond) so lively are the plentiful NPCs, each with their own stories, that you'll engage with over your adventure. One such encounter has players meeting Armiger Rilasi outside the Shrine of Saint Vorys, who is in the middle of a confrontation with the Lark of Rosgard — a thief.
How To Complete A Thief To Catch A Thief Quest In Elder Scrolls Online
Like many quests in ESO, A Thief To Catch A Thief is a relatively linear affair. We begin with Armiger Rilasi, who is taking steps to counter the theft of an important talisman from the shrine. The thief in question is the Lark of Rosgard, a vibrant thief with a penchant for theatrics. The relic has importance to the Dark Elves that worship at the Saint Vorys Shrine. But, in actuality, the Dark Elves had stolen the talisman first, from the Khajiit of Elsweyr.
A travelling clan, the Baandari, have set up camp nearby, with the shrine’s worshippers suspecting they have something to do with the plans to steal the talisman. The Baandari elder, Eilirsu-dro, has hired some mercenaries to protect the camp from any potential conflict.
In an attempt to thwart the Lark's plans, Rilasi reveals that she has swapped out the relic on display with a fake and has hidden the real one below the shrine. Unbeknownst to Rilasi, the Lark was watching and knew where to find the real talisman.
The Lark steals the real talisman from the shrine, with the intention of delivering it to the Baandari. However, the elder Eilirsu-du, let slip to the mercenary leader information on the talisman and its true history. The player returns to the camp, only to find that the mercenary, believing the talisman to be worth far more than what the elder was paying for their services, kidnapped the elder and a number of other hostages. In return for their safety, they ask for the talisman as payment.
The quest largely culminates with a fight between the mercenary leader and their lackies, after which the player must free the hostages. Once the fighting is over, the real choice comes into play.
ESO Necrom A Thief To Catch A Thief: Give The Talisman To Rilasi Or Eilirsu-Du?
After rescuing the hostages, the Lark hands over the real talisman to the player, giving them the choice of returning it to the shrine or to the Baandari. The player is now in posession of both the real and fake talisman. The choices presented to the player are:

Give the real Talisman to Eilirsu-Dro
Players can speak with each side to decide what to do. Fortunately, there seems to be one option more clear than the other.
When speaking with Eilirsu-dro, it seems he does not care what happens to the real talisman, as long as it does not generate conflict with those at the Shrine of Saint Vorys. He acknowledges that, even though the talisman originated in Elsweyr, it has come to hold great importance to the worshippers of Saint Vorys.
If you speak to Rilasi, you'll discover that she has more at stake. If she fails to return the talisman, or admits that she swapped out the real talisman with a fake, she claims that she will lose her role as Armiger. The Shrine will also lose a relic which they hold quite dear. The more significant choice seems to be giving the talisman to Rilasi. Seemingly, no consequences will befall the Bandaari should they not receive the talisman.
Turning in the talisman to Rilasi rewards the Armiger’s Justice sword, along with the quest’s completion.
