The Great Oaks From Little Acorns Achievement is one of many included with the Necrom chapter for ESO. This specific Achievement has confused many about what to do to unlock it in-game, but according to the PC launch day patch notes, it specified two items players will need to acquire and "consume."
This Achievement tasks players with finding, collecting, and "consuming" 25 Lost Graht-Oak Acorns and 25 Unearthed Valenwood Seedlings. Where to find them is probably the most challenging and confusing part; however, if you inspected your Inventory after completing Sharp-As-Night's first companion quest, "The Double Edge," you may have spotted a Lost Graht-Oak Acorn.
The Lost Graht-Oak Acorn can be dropped by enemies when clearing the Public Dungeon, Gorne, but it may take some time to collect 25 Acorns. This Public Dungeon will be unlocked during Sharp-As-Night's "The Double Edge" companion quest, and once unlocked, you can return to this dungeon to farm for Lost Graht-Oak Acorns.
As for Unearthed Valenwood Seedlings, these can also be dropped by enemies by clearing The Underweave Public Dungeon in Apocrypha. This dungeon, like Gorne, becomes unlocked during Azandar Al-Cybiades' first companion quest, "The Fateweaver Key."
As previously stated, collecting 25 Lost Graht-Oak Acorns and Unearthed Valenwood Seedlings will take plenty of time and luck. There's no alternate way of farming these items and looting them from enemies is RNG-dependent, so it will take plenty of grinding until you acquire all acorns and seedlings.
Once you have them within your Inventory, you'll need to consume them, for which the Great Oaks from Little Acorns Achievement becomes unlocked. Additionally, once you've earned this specific Achievement, you'll be able to acquire the Graht-Oak Squirrel pet, which can be found within your Collections under Non-Combat Pets.
