To enable DLSS Ray Reconstruction in Cyberpunk 2077 is relatively straightforward. The option is available in Settings → Graphics under the NVIDIA DLSS section.
Despite this simplicity, some Cyberpunk 2077 players report that the option to turn on Ray Reconstruction is greyed out. This is because DLSS 3.5 is only available if Path Tracing is turned on. Beyond this, you also need to ensure that Ray Tracing: Overdrive Mode quick preset is selected.
