Black Ops 4 is the first Call of Duty title without a traditional single-player campaign mode.
Fans heavily criticized this since the story campaign was (almost) always a strong point of Call of Duty games and something that made CoD famous in the first place.
As a replacement, the game features the Solo Missions mode, which focuses on "Specialists"(the game's multiplayer characters), and their backstories. Additionally, each of the main specialists has their digital comic.
But, initially, Treyarch did have plans for a single-player campaign, and they've worked on it quite a lot until it was ditched and cancelled. This was after they've given up on experiments with 2v2 campaign.

Eventually, the campaign got scrapped halfway through development to create Blackout, since Battle Royale was all the rage two years ago(and it still is).
Almost two years after the release of Black Ops 4, footage of a cancelled campaign has emerged on Reddit.
Reddit user ForeverDexus shared 2-minute footage that shows alpha gameplay from the Black Ops 4 Campaign. It's some kind of an extraction mission (we need to save a CEO?), and a lot of what we see seems somewhat finished, including UI that can be seen in the final version of the game.
But, on the other hand, there's a lot of low-poly character models, which suggest that things are still early in development.
Recent rumours and reports are claiming that the next Call of Duty game is called Black Ops Cold War, and Treyarch is working on it. Fans are hoping that this one will have a proper, high-quality campaign.
