The answer is yes, Throne and Liberty is currently down for a long maintenance of about six hours starting October 5 at 12:30 AM PT to push an update. 

We will have an update at 12:30AM PT (7:30AM UTC) on October 5th and last approximately 5 hours to address login, server, and Auction House stability. We appreciate your patience while we complete this work.

However, when the game is not down, the problem is on your side. To fix it, you should check if your internet connection is working fine or not. In addition to this, make sure that your game is updated to its latest version and that the graphics drivers are up to date. If none of the above fixes work, try reinstalling the game.
