Unfortunately, the only way to obtain the Horse Armor item in Return To Monkey Island is to have already pre-ordered the game. Considering the game was released on September 19, there is no way to acquire the item otherwise (with no current plans to make the item available for everyone in the future).

However, if you did pre-order the game, the Horse Armor should appear in your in-game inventory a little while after starting the game (it may not appear straight away).
How To Use The Horse Armor In Return To Monkey Island
Double unfortunately, the Horse Armor is a completely useless item, only included by the developers as a joke. The item is meant to parody the Elder Scrolls IV Oblivion's paid horse armor pack, which did nothing but change the cosmetics of the player's in-game steed.
That being said, it is possible to click and drag the Horse Armor onto specific NPCs in the game. If done on a notable NPC, the player will be rewarded with a few lines of unique dialogue. Aside from this, the item has no other use other than taking up an inventory slot.
As mentioned, there is currently no word as to whether this item will be made available to the general public at a later date. But, if you did miss out on this exclusive item, don't worry too much, as it doesn't do much anyway and is mainly only included for hardcore completionists.
