At the moment, Cartoon Poppy is not available to grab in Poppy Playtime Chapter 3 Smiling Critters RP and we don't know when it will be released. This announcement has been made by the devs officially as you can read below:

"It came to my attention the massive number of youtubers making bait videos on how to get Hoppy or Marviz, please, do not believe on any of them. Hoppy and Marviz still didn't released and they are just trying to grab your views. When they come out it will have an official announcement like any other update we do."
