Palia's Premium Store is an in-game virtual storefront that offers unique items that don't have any impact or bearing on overall gameplay progression. Instead, players can obtain cosmetic items that can be purchased using a specific currency, Palia Coins, for which Tool Skins are one of the premium offerings they can find.

How To Get The Tool Skins In Palia?
Developer Singularity 6 detailed in their latest Developer Update blog post the new content, balance changes, and optimizations arriving in Palia in the 0.180 patch update. While the release date for this update has yet to be announced, as revealed in the aforementioned post, new items will soon be coming to the Premium Store.
The 0.180 patch update will introduce a new type of cosmetics, Tool Skins, that will be available to players in-game. According to the developer, these cosmetic items will add "a bit of glam to your tools," but so far, it's confirmed for the Axe, but other tools have yet to be verified.
Tool Skins are likely to function similarly to notable cosmetics like Outfits, but it's yet to be confirmed how players can equip these skins to their tools, whether from the Worktable or other workstations. What is confirmed is how they can acquire Tool Skins, which can be purchased from the Premium Store and accessed in-game.
To access the Premium Store, they can locate the cash register at Jel's Tailor Shop in the village square of Kilima Village or click on the golden Shop icon at the top right of the screen when interacting with the Wardrobe or from the Character Profile menu. Once they've entered the Premium Store, they will be able to find the Tool Skins, which will be added in the 0.180 patch update, and can purchase them.
Getting Tool Skins will cost Palia Coins, which can be bought within the Premium Store by accessing the Currency Store by clicking on the Coin icon. The pricing for Tool Skins has yet to be revealed as of this writing, but we know that three Tool Skins, Empyreal, Leafy Weave, and Spring Sakura, are launching in the 0.180 patch update.
