For many generations, Flash was one of the most annoying Hidden Machines that players had to learn in any Pokémon title. The HM was only useful in a couple of situations outside of battle. In battle, all it did was reduce the opposing Pokémon’s accuracy. For these reasons, players mainly taught Flash to a throwaway Pokémon that’s only purpose was to use Flash.
In Pokémon Brilliant Diamond and Shining Pearl, the story is changed. Flash is no longer an HM, but a Technical Machine (TM). Players can teach it to many Pokémon in Sinnoh and it helps with navigating Wayward Cave, where you can illuminate the dark area. Wayward Cave is home to Gible and the TM for Earthquake.

Finding Flash in Pokémon Brilliant Diamond & Shining Pearl
You can first find Flash when going into the Oreburgh Gate cave. You need to visit this location after defeating the town’s Gym Leader, Roark, so you’ll likely find it without looking.
You can go north of the hiker in the cave that gives you Rock Smash and blast through some rocks to find the TM70 for Flash. Once found, you can teach it to a Pokémon like Shinx or Budew to give them an accuracy-lowering move early on.
If you need another TM for Flash, you can visit the Veilstone City Department Store and talk to one of the two ladies behind the desk on the third floor. Talk to the one on the farthest wall away from you to buy as many Flash TMs as you desire.
While you don’t need Flash for as many situations in Pokémon Brilliant Diamond and Shining Pearl as in years past, it can still be nice to have to light up a dark cave every now and again. Accuracy-lowering moves are also rare early on in a Pokémon game.
