TL;DR: You can get Dragon Talon by beating the Notorious Mark, Belphegor, located on the cliff of The Broken Hilt in Rosaria.
Where To Find Dragon Talon In Final Fantasy 16
You will get Dragon Talon by slaying Belphegor in the once-proud but now abandoned region of Eastpool in the northwestern part of the Imperial Province of Rosaria of Final Fantasy XVI. Belphegor is located due south of the Eastpool Obelisk. He is sitting on a cliff in The Broken Hilt.
Belphegor is a Rank B (or Level 30) Notorious Mark on the Hunt Board. Notably, this beast will be slightly easier to defeat than the Flan Prince, a Mark that gives Gelatinous Mass in Final Fantasy 16. You will only unlock this Hunt after completing the "Release" main quest.
How To Beat Belphegor In Final Fantasy 16
Belphegor won't make getting Dragon Talon in Final Fantasy 16 easy. He will perform a variety of attacks, including projectile fireballs, leaping forward, and slashing you with his claws. Since Belphegor's moveset comprises a 3-hit combo, you should time your abilities accordingly.
Specifically, wait for him to complete his combo, attacking the Notorious Mark from the side or rear. The reason is that Belphegor will breathe fire if you are in melee range, which he will blast in front of him, dealing incredible damage.
You will receive 2x Dragon Talon in Final Fantasy XVI as a reward for slaying Belphegor, as well as 20 Renown and 8,000-10,000 Gil. You can use this material to make Drakeslayer Armor pieces, Steel Crowns, and Longsword by Blackthorne at Cid's Hideaway.
The in-game description for Dragon Talon reads:
Upon close inspection of a lesser dragon's foot, one may observe that the middle talon is considerably longer than the rest. This extended appendage is used to puncture the fleshy parts of the creature's prey, causing severe blood loss and weakening them for the kill.
