Dragon's Dogma 2 has plenty of side quests that shape the outcome of your adventure thorugh the choices you make. While some might seem insignificant, the consequences of each one can be vast. In "A Candle in the Storm," a quest which takes place in Battahl, the Arisen is tasked with uncovering the villain behind the empress Nadinia's attempted assassination.
Ser Menella will ask you to leak information to the Coral Snakes that you've "captured" the empress and are waiting in an abandoned house outside of Battahl. It's here where the plan to capture the assassin will take place. But the empress offers you a proposal on how to carry out the plan.
A Candle In The Storm: Support Or Oppose The Empress's Proposal In Dragon's Dogma 2
The desired outcome for this quest is for the plan to go off without a hitch. This means that the assassin needs to believe that the empress has been captured, and that the ruse holds long enough for them to be brought to justice.
When you arrive at the house, Ser Menella will be there alongside the empress, and a stand-in who will assume the empress's position in the plan. However, the empress herself believes she would be better playing the role herself so that the ruse holds up as long as possible. You can agree to her suggestion or oppose it. We recommend supporting the empress's proposal.

Once you've agreed to the proposal, Menella will also come around to the idea. Speak to Menella again when you're ready to begin the plan.
The meeting will happen at night. A myserious woman will approach the house and ask to confirm the identity of the empress. If you supported the empress's proposal, she'll pass the identity check without a problem.
The mysterious woman will state that it is the Coral Snakes failure that she still lives and you'll then be instructed to kill the empress. Of course, you don't want to do that. Instead, draw your weapon and attack the mysterious woman. She'll stop you, and say that your actions have proven your trust.
She'll then reveal that the empress should instead die in a more public manner, so as to inspire tragedy and change within Battahl. It's here that Ser Menella will appear and identify the woman as Ser Irmhild, one of the palace’s inhabitants.
Menella will take Ser Irmhild into custody, and you'll receive a quest update that reveals the ruse was a success.
