Beetz is located at West Necluda on a ledge just northwest of a waterfall on Lake Siela. Once you have arrived, the Stable Trotters will play their song for the Great Fairy with Beetz and the she will appear. With this, you should now have solved the quests for three Great Fairies. That means that you can upgrade your clothing at least three times with the Great Fairy that you just unlocked.
