You can start switching between all party members in and out of combat in Xenoblade Chronicles 3 after reaching Chapter 2. Without too many spoilers, that is when all six characters join your party; this is when the game truly begins.

Depending on the time you spend exploring the regions in Chapter 1, fighting monsters, and completing side quests, it can take between 4-10 hours to reach Chapter 2 and unlock character switching in Xenoblade Chronicles 3.
