You can upgrade your weapons and armor at the Blacksmith in Wo Long: Fallen Dynasty.
Thankfully, you will meet her in the first mission of the game. She will be around in every mission at different places until you unlock the Hidden Village safe hub.
From here on out, you will always find her in this safe hub. Talk to her, and you will see the option to upgrade your gear among other things.
To upgrade your armor, you will require Leather, whereas to upgrade your weapons, you will require Steel.
Additionally, every upgrade will require a different level of that resource. For example, to upgrade your weapon to level 2, you will need level 2 Steel.
You can find these items while exploring the world or get them as rewards for completing missions. Sub Battlefields are a great source of Steel and Leather as well.
