Before you can respec your character in Wo Long: Fallen Dynasty, you have to unlock the safe hub of the game, the Hidden Village.

After completing the main mission, ' In Search of the Immortal Wizard,' return to the village and go to the house next to the Sakura tree.

Inside you will find Zuo Ci, Hong Jing's master. 

How To Respec Your Character Skill Points In Wo Long: Fallen Dynasty

Interact with Zuo Ci, and you will notice the option to reset your parameters.

Select it, and you can redistribute all of your Virtue points among the five Phases.

The best part is that you can respec your character for free in Wo Long: Fallen Dynasty.
