To craft the Resource Harvester, you need to upgrade the Fabricator with the Resource Harvester upgrade. The upgrade requires 450 Newbucks and 10 Cotton Plorts.

To find and mine Radiant Ore once you've gotten the Resource Harvester upgrade, you'll next need to head to Ember Valley. On your map, you can find Ember Valley far out west.
On your way to Ember Valley from the Conservatory, you'll eventually come across a large Pink Gordo, which you'll need to feed a bunch of vegetables until it explodes. At that point, you can jump onto the geyser ahead of you.
In Ember Valley, you can find Radiant Ore spawning in random clusters. This resource tends to spawn in groups, so you'll likely find more than one at once. Keep searching around the area to gather more Radiant Ore.
