You can pay off your bounty in Starfield by interacting with a Self-Service Bounty Clearance Kiosk. You can find it in pretty much every major city in the game. Additionally, you can build one of these at your outpost, so you don't have to go anywhere to pay your fine. 

Committing a crime against a particular faction won't make you wanted in a city overrun by a different faction. For instance, if you have a bounty on Akila City, you could walk freely in New Atlantis City, and no one would bat an eye. It's also best to seek the bounty clearance kiosk in a city where you have no bounty, or else you will get cornered by guards in no time.

You could also interact with a guard in a city where you got a bounty to pay it directly. It's a risky method since guards could get hostile. However, you would pay fewer Credits compared to what you would have to pay at a Bounty Clearance Kiosk.
