The simple answer to this question is no, Star Wars Outlaws is not or won't be featuring a multiplayer or cooperative (co-op) play mode. The action-adventure game is an open-world RPG experience arriving on PlayStation 5, Xbox Series X|S, and PC on 30th August 2024.
While a multiplayer or co-op mode makes sense, given the massive environment players will explore, it's unclear whether developer Massive Entertainment could add it post-launch. However, there may be a possibility the developer won't feature this mode post-launch, and its reasons could vary, such as past multiplayer Star Wars games like Battlefront, which was marred by a lootbox/microtransactions controversy.

One player on Reddit made this comparison that four-player co-op would've taken advantage of the game's open-world environment, and given the success of Wildlands' co-op mode, maybe it would've been a good addition to the game's potential replayability by playing with friends to plow through the game's campaign.
Another game that allows players to explore its story content through online co-op is Grand Theft Auto V/5. While it has similarities and differences with Tom Clancy's Ghost Recon Wildlands, it does show that there is room for an online co-op mode within an open-world environment for players to play through its content.
