To catch the Sea Mine, you need Advanced Diving Gear (costs $15,000 at the Buoy) and also Crab Cages (costs $45 at the vendor in Moosewood Village). I suggest buying a ton of these items —like over 500—to ensure you have the best odds of catching Sea Mines in Fisch.
