In addition, you must also collect 5 Enchant Relics, which must be placed on pedestals at a secret altar within the underwater zone.
The altar is located inside the cave of the Desolate Deep in Fisch. From the merchant, you'll want to walk up the rocky staircase. When you're at the top, walk to the edge of the cliff, jump down, and swim through the crevice (at around -1468, -320, -2500). After placing the Enchant Relics, a secret passage will open.

When you enter the Tridents Temple, you will be able to buy the Trident Rod in Fisch for 150,000 Cash.
