No, 7-Star Tera Raid Hisuian Typhlosion is shiny-locked in Pokémon Scarlet and Violet and cannot be shiny. Unfortunately, just like all the other 7-Star Tera Raids, Hisuian Typhlosion with the Mightiest Mark will be shiny-locked. Additionally, only one copy of this Pokémon can be caught per save file. Because regular Cyndaquil will evolve into regular Typhlosion in the Paldea Region, it's recommended that everyone grab a copy of this Pokémon if they can. The only other way to get Hisuian Typhlosion is to play Pokémon Legends: Arceus (or trade).
If you're dead set on acquiring a shiny Hisuian Typhlosion, the only way to do so in Pokémon Scarlet and Violet is to shiny hunt the starter Cyndaquil in Pokémon Legends: Arceus, evolve it in the Hisui region, and then trade it up to Pokémon Scarlet and Violet.
