This mechanic allows you to switch out your preloaded Switch Skills easily throughout your hunts. It's Master Utsushi who will give you a number of new Switch Skills for each weapon when you accept an Arena Quest where he will teach you how to use this new ability. Although, it will only be a portion of it.
However, the best Switch Skills will only be available once you’ve reached Master Rank 4 and completed two Urgent Quests. Players will then receive a quest that requires them to talk to Master Utsushi in Kamura Village Gathering Hub, this is when you will be given the remaining 28 Switch Skills. The total amount of Switch SKills in Monster Hunter Rise Sunbreak expansion is 42.
