Monster Hunter Rise: Sunbreak All Relic Record Locations In Citadel
Relic Record #1
The first record can be found in Area 3, and there are two ways to access it. You can either go through the lower waterway through the large well-like structure or through the red door with some explosives (that will also net you some extra items) to reach the first record.

If you choose to go down the well, then you'll have to stop halfway through your descent and spot the hidden door through which you can go to find the first Relic.
Relic Record #2
The second Relic can be found near Area 4 against the side of an icy peak. Simply look around near the ledge of the mountain and you'll find it hidden near some bushes.
Relic Record #3
This Relic Record can be found by climbing up the wall just outside Area 14 and claiming it from the top. This can be made easier if you use a Wirebug to traverse the wall instead.
Relic Record #4
This Relic Record requires some explosives to get to, and once you have them, head to the large red door in-between areas 2 and 3 to blow the door open. Once done, you can head through and claim the fourth Relic Record along with some mining nodes.
Relic Record #5
The fifth Relic Record can be found in Area 6, by traversing the peak of the icy mountain before reaching the edge. At the peak, you will find the fifth Record on the edge of the cliff.
Relic Record #6
Head to the peak of Area 10 and you will come across the remains of some structures. From here climb up the walls and traverse your way to the top, sticking to the right side of the walls.
You will eventually reach a small cave that you can go through to recharge your Wirebugs, then head through it to bring you back outside and to continue climbing. From there you'll find a second small cave, and inside the sixth Relic Record will be found.
Relic Record #7
Just to the west of area 5, you will find a cave entrance that when taken will put you on a direct path to finding the Relic Record near a small shrine. There are also some extra Kamura Points that you can farm in this area due to the abundance of Crystal Clusters.
Relic Record #8
This is one of the more simple Records to find. Just near Area 12, there is a small tower that you can climb, and after doing so, you will find the eighth Relic Record sitting atop it.
Relic Record #9
Near Area 13 you can find an entrance to a long cave that will lead you to a fishing spot. The ninth Relic Record can be found early on in this cave area, near a small ledge that you can spot being illuminated by the Sun or Moon.
You can also access this cave by jumping down a hollow tree found in Area 13 as well.
Relic Record #10
The final Record can be found on the north side of Area 4. Begin climbing up the mountain face to reach a small part of the map that sticks out and follow this path till the end.
This is where you will find the tenth and final Relic Record, and as a bonus, you can do some fishing in the body of water just next to the Record you found.
