It is usually found in the wild; however, it is present in abundance in Qingce Village in Liyue.
You will need to farm Jueyun Chili to ascend various characters in the game like Alhaitham, Xiangling, etc., and cook dishes like Stir-Fried Filet, Jade Parcels, and more and here is the location of each one of them.

There are a total of 46 Jueyun Chili that you can farm across different locations in Liyue, and once you collect them, it will take 2-3 days for them to respawn. You can find the exact locations of all the Sea Ganoderma marked on the map below as per the Teyvat Interactive Map by HoYoverse.
You can also farm Jueyun Chili by gardening Jueyun Chili Seed in A Path of Value: Jade Field, and it will take 70 hours for them to grow. At last, you can also buy up to five Jueyun Chili at Wanmin Restaurant in Liyue for 900 Mora.
You can travel fast from one location to another by using Teleport Waypoints and the Statue of Seven to collect them quickly. In addition to this, make sure that your HP is enough to fight enemies, as you might encounter some while exploring.
