During our playthrough, we had some random encounters with the Blue Devil near Welch Station in the Ash Heap region, near the Middle Mountain Pitstop, and in the north part of the map, near Hemlock Holes. 

How To Spawn Blue Devil In Fallout 76

In Fallout 76, you can spawn the Blue Devil by progressing the 'Safe and Sound' public event that got added with the 'Once in a Blue Moon' update. The Blue Devil serves as the final boss of the event and appears during the third and final phase of defending the Repeller Generator.
