Throughout your quest with Ranni, you will eventually be tasked to take down Starscourge Radahn. After that, go to Nokron and find the treasure Ranni is seeking. After you get the treasure, return to Ranni, and then you will get the Carian Inverted Statue. Once you have this statue, you can now go for the Mask of Confidence.

The Mask of Confidence is in the Carian Study Hall which is located in the Liurnia of the Lakes in Elden Ring.
