How To Get Scatter Signal Fusion Rifle In Destiny 2
You can get the Scatter Signal Fusion Rifle in Destiny 2 by completing Season of the Wish activities such as Riven's Lair and The Coil. You can also obtain random rolls of the weapon by opening Wish Engrams and focusing Wish Weapons in the HELM.
Like Doomed Petitioner, Scatter Signal is a seasonal weapon that will be available only for a limited time. As such, you may want to farm its god roll or craft it sooner rather than later.

The Controlled Burst is the best of both worlds for Fusion Rifles, as it boosts weapon damage and reduces charge time. You can boost the damage output further by using this season's Artifact perks Unraveling Orbs and Torch. The former applies Unravel debuff on enemies and deals Strand damage over time, whereas the latter increases the damage done to enemies affected by Strand debuffs while you are Radiant.
With Slice, Scatter Signal now applies sever on targets, thus reducing their damage output. It's especially handy if you're running solo.
Arrowhead improves recoil and handling, which is a must for any Fusion Rifle. Likewise, Charged Time for Masterwork is a no-brainer.
All of these, when synergized, significantly increase the damage output of the Scatter Signal, make it more efficient, and decrease the damage you take while using the weapon.
