You'll learn how to peep early in the game during the tutorial quest Bug Knowledge, which will show you how to peep a bug for the very first time and explain the importance of the mechanic.
Peeping requires you to press a button - Y on Xbox or X on PC - while looking directly at a creature. You'll want to ensure that you don't startle the creature, so it doesn't run away.
