Expect the free Black Lives Matter PS4 theme from Sony to become available in all regions soon. 

To get the Black Lives Matter PS4 theme on your console, all you need to do is search for it via the PlayStation Store. It is readily available for PS4 gamers from the US, and you can grab it by following this link.

A description of the theme reads: "Give your PlayStation®4 system’s home screen a personal touch with this special theme in show of support for the Black Lives Matter Movement.

"Themes can be downloaded to give your on-screen display a completely new look, changing the background, icons and colours to match your favourite game or style."

After you've downloaded the free Black Lives Matter PS4 theme, you can select it via the Themes option in the PS4's System Settings menu.
