You will be able to purchase it from the store for a limited period of time starting from April 30 after the launch of Valorant Episode 8 Act 3, i.e., patch 8.08. Talking about the process of development and theme of the bundle, Kerwin Atienza, Art Direction Senior Manager, said:

We were inspired by the spring festival in Japan and the blooming of Sakura during that season. We looked at different types of flowers and shapes that would fit with the gun design. The variants were inspired by different seasons with the spring being the pink variant, summer the red, autumn the light blue and winter the dark blue.
