In order to get Innovator aura, all you need to do is keep rolling in the game during the Innovator event and there are 1 in 30 Million chances of you obtaining it. You don't need to be in any specific biome in order to get it and once you obtain it, you will get a specific cutscene.

In order to increase your chances of getting Innovator aura, you can use potions and gear that will boost your luck and roll speed as well. However, keep in mind that the Innovator event will run for just two weeks and if you miss rolling the Innovator aura before it ends, it might never come back again.
