You will need 10 Sinistea Chips to evolve Charcadet into Ceruledge, which you can farm in the ruins of east Alfornada in the South Province (Area Six). Specifically, you find this item around areas with trees in Pokemon Scarlet and Violet.
Assuming you have collected the required Sinistea Chips, make your way to Zapapico (East). Depending on which version of the game you have, you will either meet an older man or woman with a yellow text bubble above their head near the fountain in the Zapappico (East) Pokemon Center.
Interacting with them will allow you to trade your 10 Sinistea Chips for a Curio. You'll soon discover that this "Curio" is actually Malicious Armor (look in your inventory), which you can use to evolve Charcadet into Ceruledge in Pokemon Violet.
