To get the most value out of Captain America's ability, players will need to play three other cards at the same location as him. Considering Captain America can be played as early as turn three, that only leaves three more turns for you to compete for enough locations to win the game.
Zoo Deck
Captain America sees play in tons of Zoo decks because of the sheer number of low-cost cards. Zoo decks typically fill each location fully, making Captain America's ability fully optimized.
