As a Prime Evil Soul Shard, you can only have one active, and you must add it to your Helm slot. To get a Sliver of Terror Soul Shard in Diablo 3, we recommend killing Act IV bosses. These bosses have a 50% chance to drop both Remnant of Pain and Sliver of Terror.

You don't need to be level 70 in order to get a Sliver of Terror Soul Shard drop. Furthermore, Rift Guardians also have a higher chance of dropping any of the seven Soul Shards in Diablo 3 Season 30. The Act IV bosses, for those who haven't played in a while, are:

• Iskatu
• Rakinoth
• Izual
• Diablo

There's also a small chance to get a Soul Shard to drop out in the world, but to farm Act IV bosses until you get the drop.
