First off, Never Ending Questions is a white, common item. It has a very low drop rate and doesn't have a shiny beam indication like Legendary or Set items when dropped. Instead, it just looks like regular common loot, so it is very easy to miss even when it drops in Diablo 3. The in-game description of this Tome reads:

I can see it now. My brothers and sisters will be drawn to these places of power, and I cannot stop it. I can only hope that some of them will prove more adept than I and see the patterns clearly before the call takes them. Perhaps they will even discover why these dungeons exist. For me it is too late. I feel the call, and I know I must heed it, regardless of the cost.

Yes, it is just a bit of lore without any other functionality. Until now, with Diablo 3 Season 28 making it an essential item to farm. You will need one of these items to unlock your 19th Seal at the Altar of Rites. Progressing further is not possible without one.

First, you will need to unlock Adventure Mode, which means completing the game's main campaign once with your seasonal character for Season 28. From here, you will need to farm Set Dungeons. Specifically, the Never Ending Questions item drops from any Unique Monsters in Set Dungeons only.

As mentioned at the start of this article, it is a white, common tome item. It can be missed easily, so we suggest looking closely at the ground every time you kill a unique monster in a Set Dungeon during Diablo 3 Season 28. This will take some time getting used to, as generally, players would just look for those Legendary or Set beams to appear.
