Everyone and their pet Hog Rider knew some sort of buff was coming, and we got a big one with the Elite Barbarians.
While the Elite Barbarians run a bit slower now, the card has been buffed in several ways, from increased hit speed to increased hitpoints, damage, and overall DPS.
Then, we see nerfs to Electro Wizard and Sparky, while Tombstone and Mini Pekka get some decent buffs.

As you can see, the Legendary Graveyard card has seen a subtle nerf. This is so players have more time to react, with Skeletons spawning closer to the edge of the circle.
Further, Sparky has been one of the strongest cards in the pro community, as well as highly-rated matches.
While some of these Clash Royale Season 17 balance changes might not seem like a bit deal, even slight nerfs or buffs can change up the metagame at high levels of play.
These balance changes will go live in an update on 3rd November 2020.
