To better explain its purpose, you'll need the Harpoon to get the Leviathan's Heart (or Cold Heart) in Blox Fruits. However, you can only obtain it after crafting the Beast Hunter — a Legendary rarity ship available from the Beast Hunter NPC at Tiki Outpost.
To be more specific, the Harpoon in Blox Fruits is found on the Beast Hunter. So, you'll need to craft the ship to get it — it requires 20x Leviathan Scales, 6x Electric Wings, 2x Mutant Teeth, 30x Fool's Gold, and 6x Shark Teeth.
How To Use Harpoon In Blox Fruits

After the Sea Beast is slain, you'll spawn the Cold Heart. When this happens, you must use the Harpoon in Blox Fruits to strike the Leviathan Heart and then drag it back to the Tiki Outpost Island. Sadly, this cool-looking onboard weapon doesn't damage other Sea Beasts or ships.
How To Unlock Sanguine Art Fighting Style In Blox Fruits
With the Leviathan's Heart in your possession, you can unlock the new Sanguine Art blood-based Fighting Style in Blox Fruits Update 20 — you can learn this from the NPC Shafi in the Third Sea.
