Another Kanto region Pokémon is back in the Spotlight Hour for Pokémon GO in July and this time Trainers can expect Staryu to appear all around them. It only makes sense that an iconic Water-type would take over during the heat wave happening in the third week of July.
Like always, these Spotlight Hours take place on a Tuesday night, and Staryu will be spawning for an hour straight starting at 6 pm local time on 19th July. The Spotlight lasts for an hour and comes to a close at 7 pm local time. But surely you want to know if there is a shiny Staryu available so the heat wave is worth the effort.
Pokémon GO - Shiny Staryu in the July 19 Spotlight Hour
If you're looking to add another shiny to your collection in Pokémon GO, then make sure to get out today, because shiny Staryu is certainly in the game. There are a couple of events in the game that have confirmed which Pokémon have shiny forms so that you can look out for them in the future.
Those events are Community Days or Tour events. There have been two Tours for the Kanto region and the Johto region. Every Pokémon within those generations have a shiny form at this point in the game, and that includes a shiny Staryu. Getting a hold of one will be a different story.

Unlike the Tour events or the Community Days, the Spotlight Hours don't increase the base odds of catching a shiny. Most wild Pokémon in the game have a 1 in 500 chance of being shiny. That means your odds of getting a shiny Stary are low during the Spotlight Hour, but there are ways to increase those chances.
First and foremost, you'll want to have an Incense Lure or a Lure Module active for the entire hour if you can. They will ensure that you have constant spawns of the Star Shape Pokémon. Being in a populated area with plenty of PokéStops is an added bonus for spawns.
When you see a Staryu, make sure to tap on each one. You won't need to catch it to see whether it's shiny or not. Right away in the encounter, you can see if the color is the same or alternative. In this case, you'll be looking out for green. If the Pokémon is normal, just leave the encounter and find another to save some time.
