In order to do this, simply load up all the resources you want to move (regardless of being overburdened). After that, Grapple Hook to the Palbox and fast-travel to the base you want to visit. Then, Grapple Hook once again to your storage chest and unload all the items. 

In order for this to work, you need to make sure all the key items are close enough for you to Grapple Hook.
