Update: On 19th May 2022, developer HoYoverse announced on social media that the Genshin Impact 2.7 Special Program livestream will be taking place on 20th May 2022 via the official Twitch channel. The Genshin Impact 2.7 livestream will begin at 8 am ET (5am PT / 1pm BST) with the VOD available on their YouTube channel at 12 pm ET.

Additionally, they've announced the release date for the 2.7 update, for which the maintenance period will start on 31st May 2022 at 6 am (UTC+8) and last a maximum of five hours. The 2.7 update will run for at least six weeks, in which the 2.8 update will launch on 13th July 2022, according to the developer.

HoYoverse organizes a special program livestream before every Genshin Impact update, and so is the case with patch 2.7. Now, as per the previous patterns, the livestream should have been organized on April 29; however, unlike the previous special programs, there was no announcement from HoYoverse regarding this.
The publishers have confirmed that both the livestream and update have been pushed back and they will announce the new update date soon. HoYoverse has also announced the Phase III of Genshin Impact 2.6 giving players another chance to grab Ayaka along with tons of other rewards confirming that the 2.7 update will be released after May 19 as most of the events are ending on this date.
In addition to this, HoYoverse has decided to compensate players on a weekly basis with Primogem x400, Fragile Resin x1, Hero's Wit x7, Mystic Enhancement Ore x16, and Mora x 120,000, and players with Adventure Rank 5 or above will be able to claim it.
There were rumors revolving around the delay already and they have now come true.
Here's what a prominent leaker @SaveYourPrimos said when a Twitter user asked about the livestream," [Speculation] We have heard no word to the contrary, so Livestream /should/ be this Friday April 29th [NA], with an official announcement within the next 24 hours."
Though another Genshin Impact leaker Ubatcha posted the event's artwork on his official Twitter handle, they mentioned that they don't have any information about the livestream.
The speculated reason for this delay is the COVID-19 outbreak in China, which has caused development problems due to the lockdown. While some people are assuming that it is because of the Serenitea Pot maintenance as its event has been replaced by the Libens event that will go beyond May 11, which is the expected date of Genshin Impact 2.7 livestream.
In addition to this, when Comicbook asked for a comment on these rumors, a HoYoverse representative said, "We've also noticed some discussions among fans and players, and our team has been doing our best working on the game and future updates at this moment."
