In order to complete the "Find a Player and Have a Duel" quest, you will have to use the Casket of Tomes gadget that you have gotten before this quest begins. This gadget will help you find nearby Genius Invokation TCG players and will let you play with them. 

You will then get the location of the player marked with the card on the map, and all you have to do is go there and talk to the person and play a game of Genius Invokation TCG. You will have to win the game, and once you do it, the quest will be completed.
