You can gun them down more safely in that way. Also, increased Bullet Velocity practically makes Monolithic Suppressor a must for any good sniper build.
• Barrel: 26.9'' HDR Pro

  This one is the real deal and the main star of this build. 26.9'' HDR Pro will drastically improve Bullet Velocity and Damage Range while giving you more Recoil control. A perfect combination of buffs to one-shoot enemies from a safe distance.

  We're choosing this one mostly because it will drastically improve your aiming stability, which is important as you want to make sure that the bullet will land on the enemy.
