Thankfully, although you can find Legendary Parts in high-tier loot chests, that's not the only place they're found. In fact, they can be found in some places that don't require you to search much at all. You can even find Legendary Parts in Clothes Piles and on Clothes Shelves, or in Baggage, typically also at Tier 4 or 5 POIs.
