Blizzard didn't initially offer a dust refund for Kargal Battlescar, one of the new cards from the Forged in the Barrens expansion, but following the community's reaction, he will become eligible for a full dust refund.
The standard Blizzard's policy in regards to Hearthstone dust refunds is that when they nerf cards, those cards can be disenchanted for a full crafting dust value during the period of two weeks after nerfs.
For example to craft a legendary card it will cost you 1600 dust, but if you disenchanted it, you will only gain 400 dust. When cards are nerfed, you will get full disenchanted value - 1600 dust.

The case with Kargal Battlescar is that the card itself wasn't nerfed directly, but he is an example of build-around cards, which are directly related to other cards in the game: Far Watch Post, Mor’shan Watch Post, and Crossroads Post.
Far Watch Post and Mor’shan Watch Post quickly proved to be excellent cards, and they have found their place in many competitive decks, which then naturally included Kargal as well.
But Far Watch Post and Mor’shan Watch Post were a bit too strong and with the latest Hearthstone update, Blizzard nerfed both of these cards, offering full dust refund for them as compensation, but not for Kargal, and he is a legendary card (the most expensive rarity) which a number of players crafted particularly because Watch Towers were good cards.
Following the backlash, Blizzard acknowledged that players should get a full dust refund for Kargal Battlescar as well, and they will deploy a hotfix later this week to make him eligible for a full dust refund.
If you have accidentally (or on purpose) disenchanted him before the hotfix, don't worry, you will subsequently get additional dust to your account as well, once the hotfix goes live.
